Early networks by Airtel, Hutch, Idea, and BSNL expanded slowly, but breakthrough policies like the 1999 New Telecom Policy and the “Calling Party Pays” model in 2003 finally made mobile communication affordable. Soon, ₹10 prepaid recharges and indestructible Nokia handsets brought phones to shopkeepers, students, and farmers.
